Requires any housing units in New York City that were previously rent controlled or rent stabilized and were illegally deregulated to be returned to their prior regulated status

Amends both the NYC Administrative Code and the Emergency Tenant Protection Act of 1974 to establish reregulation requirements

Exempts units that were lawfully deregulated under applicable provisions of law from the reregulation mandate

Takes effect 60 days after becoming law

The NYC Administrative Code amendments will expire on the same date as the existing rent stabilization law expires
