Renames the "New York State Office for the Prevention of Domestic Violence" to the "New York State Office to End Domestic and Gender-Based Violence" throughout state law

Adds statutory definitions for "domestic violence" (pattern of behavior to establish power and control over intimate partner including physical, emotional, financial, and sexual abuse) and "gender-based violence" (harms based on actual or perceived sex, gender, sexual orientation, or gender identity)

Expands the office's scope to include gender-based violence, which encompasses domestic violence, sexual violence, human trafficking, reproductive coercion, stalking, and related child abuse

Requires the office to operate in collaboration with survivors, state coalitions, and stakeholders, and emphasizes "survivor-centered" services and programs throughout its activities

Removes several outdated provisions including requirements for model county domestic violence policies and model employee awareness policies that had specific completion deadlines from the 1990s
