Expands the definition of "school" in New York's vehicle and traffic law to include non-public schools for purposes of establishing school zone speed limits

Allows speed limits as low as 15 miles per hour to be established near non-public school buildings, entrances, or exits, matching the rules already in place for public schools

Applies to school zones on state highways maintained outside cities over one million population, highways on Indian reservations, and highways in cities and villages

Limits school zone speed reductions to a maximum distance of 1,320 feet on highways passing or abutting a school

Amends three sections of the vehicle and traffic law (sections 1620, 1622, and 1643) to incorporate non-public schools into existing school zone speed limit provisions
