Directs the Commissioner of Health, in consultation with the state emergency medical services council, to develop a certification process for certain medical professionals to become emergency service technicians or paramedics

Eligible professionals include certified registered nurse anesthetists, nurse practitioners, physician assistants, and physicians who have been in continuous practice and demonstrated competence in applicable objectives

Certification would be based on the professional's curriculum vitae, experience, and existing certifications, along with completion of appropriate continuing education

Certification is specifically intended to allow these professionals to provide emergency medical services in rural areas of New York State

Priority for certification is given to professionals who are independently licensed and have prescriptive authority
