Expands Medicaid coverage to include physician services and surgical services, including plastic surgery, for treating scars or scar tissue resulting from domestic violence incidents

Defines domestic violence according to existing Social Services Law section 459-a

Requires the Commissioner of Health to establish rules for acceptable forms of proof that scarring resulted from a domestic violence incident

Takes effect 120 days after becoming law, with rulemaking authority effective immediately upon passage
