Requires the Department of Public Housing to conduct a study identifying gaps in the market for energy-efficient appliances, construction materials, and mechanical systems for use in public housing and Rental Assistance Demonstration (RAD) renovations

Mandates that technologies meet international passive house standards, including space heating/cooling demand not exceeding 15 kilowatt hours per square meter annually and total domestic energy use not exceeding 60 kilowatt hours per square meter annually

Directs development of standardized lists of energy-efficient products including heating/cooling systems, solar photovoltaic technology, mass timber products, and prefabricated components to reduce carbon footprints in public housing

Requires the commissioner to publish study results within one year and procurement/proposal plans within 100 days thereafter, with agencies taking immediate implementation steps within their appropriations

Establishes biennial reporting to the legislature on the progress, impact, and cost-effectiveness of green procurement practices implemented under this program
