Requires the Office of General Services, in consultation with the Department of Environmental Conservation, to study the cost and viability of installing solar panels on all public buildings under OGS jurisdiction

Study must identify buildings with historic designs that would be unduly burdened by solar panel installation

Study must identify buildings that do not receive adequate sunlight to justify the cost of solar panel installation

Findings must be reported to the governor and legislature within one year of the act's effective date

Act expires and is repealed one year after taking effect
