Prohibits early voting on federal holidays during the early voting period, which runs from the 10th day through the 2nd day before general, primary, run-off primary, or special elections

Requires boards of elections to add an additional day to the early voting period when a federal holiday falls within the original voting window

Applies to elections for public office and party positions, excluding certain elections held under specific provisions of the election law

Takes effect on the same date as the reversion of subdivision 1 of section 8-600 of the election law, as provided in chapter 474 of the laws of 2023
