Establishes the "Ignazio Giacalone Act" to provide 10 additional points on competitive civil service examinations for original appointment to children and siblings of NYC sanitation workers killed in the line of duty

Defines "killed in the line of duty" as death resulting from the September 11, 2001 World Trade Center attack or participation in the rescue effort following the attack

Requires candidates to apply for the additional credit between the date of their examination application and establishment of the eligible list, with at least two months to provide documentary proof of eligibility

Limits the benefit to one-time use: recipients who receive a permanent original appointment using the credit cannot claim it again on future examinations

Allows candidates to withdraw their application for additional credit before the eligible list is established or voluntarily relinquish the credit after receiving it to accept a lower position on the list
