Prohibits state agencies, municipalities, and public authorities from contracting with persons or companies that provide $20 million or more in goods or services to Russia's energy sector (petroleum, natural gas, or nuclear power development)

Bars financial institutions that extend $20 million or more in credit for 45 days or longer to entities operating in Russia's energy sector from receiving state contracts

Requires the Commissioner of General Services to develop and publish within 120 days a list of persons engaged in Russian energy sector investments, with updates every 180 days

Mandates that all bidders on government contracts certify under penalty of perjury that they are not on the Russia investment list, with certification requirements applying to state, municipal, and public authority contracts

Provides limited exemptions allowing contracts with listed entities if investment activities predated the law and the entity has a formal divestment plan, or if goods/services are necessary and unavailable from other sources
