Sets the vintage snowmobile registration fee at $5 for the base registration plus $20 annually for members of organized New York state snowmobile clubs affiliated with the New York State Snowmobile Association

Reduces costs significantly compared to standard snowmobile registration fees of $125 for non-club members or $55 for club members

Directs the $20 additional fee from vintage registrations to the snowmobile trail development and maintenance fund

Takes effect immediately upon certification by the Commissioner of Motor Vehicles that the department is prepared to issue vintage registrations
