Requires the Department of Social Services to translate necessary documents, forms, and instructions into the 12 most common non-English languages spoken in New York State, based on U.S. census data

Allows the department to offer translation in up to 4 additional languages beyond the required 12, at its discretion

Mandates interpretation services upon request between program administrators and individuals in their primary language regarding benefits or services

Requires assistance services upon request for individuals with partial or total deafness, blindness, speech impediments, or cognitive impairments

Directs the department to collaborate with the Office for the Aging to provide translation services for outreach to low-income and elderly households potentially eligible for SNAP benefits
