Establishes procedures for covered water systems to conduct free lead service line inspections, requiring customer notification and a 30-day response period when consent and property access cannot be readily obtained

Defines "covered water system" as public water systems serving at least 15 service connections for year-round residents or regularly serving at least 25 people for specified hours and weeks per year

Authorizes non-owner adult occupants (including tenants) to consent to service line inspections if property owners fail to respond within 30 days of the initial request

Requires completed inspections within 60 days after consent is obtained from either the customer or non-owner adult occupant

Protects non-owner adult occupants from liability for any actions resulting from consenting to and providing access for service line inspections
