Creates a new registration system requiring kidney dialysis patient care technicians to complete training established by the Commissioner of Health in consultation with the Commissioner of Education and register with the Department of Health

Defines two categories of workers: "kidney dialysis patient care technicians" (fully trained and registered) and "kidney dialysis patient care technician trainees" (enrolled in or completed training but not yet registered)

Authorizes training programs to be conducted by kidney dialysis providers, degree and non-degree granting institutions of higher education, or other entities approved by the Commissioner

Requires training to cover roles and responsibilities of technicians, an overview of kidney dialysis therapy, and legal roles and responsibilities

Exempts individuals who have been providing kidney dialysis services for at least two years from registration requirements for one year after the law takes effect; the act becomes effective 365 days after passage
