Mandates tenant voting on proposed conversions, requiring both a majority of voters to approve and at least 25% of eligible voters to vote in favor; voting must be available in-person, by mail, and online over a minimum 30-day period

Requires authorities to hold at least six meetings (minimum two virtual, two in-person) to inform tenants about the conversion process, voting rules, and their rights under Section 8 versus Section 9 housing

Establishes ongoing tenant protections post-conversion, including management agent requirements to meet regularly with tenant associations, provide $25 per unit annually for tenant participation activities, and allow tenants to operate profit-making businesses in their units

Creates annual reporting requirements for authorities to submit development data to the commissioner, including unit counts, subsidy status, relocation information, and demolition justifications, to be published on a public webpage by December 30 each year
