Authorizes cities and counties to enact local human rights laws defining, prohibiting, and providing remedies for discriminatory practices, with flexibility to choose administrative or court-based enforcement

Expands jurisdiction of local human rights laws to protect all persons—regardless of residency—when discriminatory conduct or decision-making occurs within the locality's geographic boundaries

Allows local human rights laws to also protect residents of the enacting city or county even when discrimination occurs outside its boundaries, if committed by New York state residents or corporations

Grants the New York State Division of Human Rights concurrent jurisdiction with local governments to enforce local human rights laws

Permits cities, counties, villages, and towns to create human rights commissions or departments with authority to receive complaints, conduct educational programs, and address discrimination based on protected characteristics including race, sex, disability, sexual orientation, and gender identity
