Defines "model management group" as two or more model management companies majority-owned by the same parent entity, allowing them to satisfy reporting and financial requirements on a consolidated basis with each member guaranteeing payment obligations of other members

Establishes registration exemptions for model management companies or groups domiciled outside New York that are licensed in another state with requirements at least as strict as New York's and do not maintain offices or solicit clients in the state

Requires registrations to be valid for two calendar years with renewals submitted no less than 90 days before expiration, and companies with more than five employees must deposit a $50,000 surety bond

Sets registration fees at $500 for companies with five or fewer employees and $700 for those with more than five employees

Prohibits retaliation against models exercising their rights under the article, with violations subject to enforcement under Section 215 of the Labor Law, and establishes civil penalties of $3,000 for initial violations and $5,000 for subsequent violations
