Requires a statewide referendum question to be placed before New York voters at a general election held on or before December 31, 2026

The referendum would ask voters: "Do you support the division of New York into two separate states?"

Election boards must follow standard election law procedures for submitting, counting, and canvassing the vote on this question

Results must be certified to the secretary of the senate and clerk of the assembly upon completion of the canvass

The act takes effect immediately and automatically expires on January 1, 2027
