Amends the Vehicle and Traffic Law to allow the DMV Commissioner to share records with immigration enforcement agencies when those agents are solely enforcing state law or federal criminal law (not immigration law), without requiring a court order or judicial warrant

Maintains existing restrictions requiring a court order or judicial warrant signed by a federal judge for disclosure of DMV records to immigration enforcement agencies when immigration law is being enforced

Creates an exception to the mandatory 3-day notification requirement for individuals whose records are requested, allowing notification to be withheld if it would interfere with a federal criminal investigation

Replaces gendered language ("he or she") with gender-neutral reference ("the commissioner") in the statute
