Prohibits sex offenders designated as sexual predators, sexually violent offenders, or classified as level two or three risk for crimes involving a child from being granted physical or legal custody of, or unsupervised visitation with, a child, except in extraordinary circumstances

Creates a presumption of ineligibility for level two or three risk sex offenders to receive custody or unsupervised visitation with any child

Requires level two or three risk sex offenders to provide clear and convincing evidence that granting custody or visitation would be in the child's best interest to overcome the presumption

Amends the correction law by adding a new section 168-w and renumbering the existing section

Takes effect on the first of November following enactment
