Requires every train and train station operated by a public transit authority in New York to contain an opioid antagonist (such as naloxone)

Mandates public transit authorities provide commissioner-approved training to employees on the proper use of opioid antagonists

Adds opioid antagonists to the required first-aid kit contents on all locomotives operating outside designated yard limits

Expands the Metropolitan Transportation Authority's medical emergency services program to include knowledge and use of opioid antagonists on all trains and in train stations

Requires the Long Island Rail Road's comprehensive medical emergency services program to include opioid antagonist training and availability on all trains and in all train stations

Takes effect 90 days after becoming law, with immediate authorization for necessary rule-making
