Allows text messages to satisfy the telephone contact requirement if the facility already uses texting for billing, payment, or other notifications

Places responsibility on occupants to update their phone numbers; failure to provide or update a phone number constitutes a waiver of the right to receive telephone notification

Requires owners to document the date of the telephone contact attempt in the occupant's file or in the lien notice

Takes effect 180 days after becoming law and applies only to occupancy agreements entered into on or after that date
