Adds a new Article 20 to the New York State Constitution establishing recall as a power of electors to remove elected officials

Requires recall petitions for statewide officers to be signed by 12% of the last vote for that office, with signatures from at least 5 counties equal to 1% of the last county vote each, collected within 160 days

Mandates recall elections be held 60-80 days after certification of sufficient signatures, or within 180 days if consolidated with a regularly scheduled election where at least 50% of eligible voters overlap

Removes the officer if a majority votes for recall; the recalled officer cannot run as a candidate for the vacancy, and a plurality winner among candidates becomes the successor

Reimburses state officers who survive recall attempts for their personal campaign expenses and prohibits new recall attempts against that officer for six months after the election
