Amends the New York State Constitution to require the governor and all state officers subject to senate confirmation to periodically appear before the legislature when requested

Mandates these officials publicly explain their actions and answer questions on matters of consequence to New York residents

Grants equal questioning opportunities to the speaker of the assembly, assembly minority leader, temporary president of the senate, and senate minority leader within their respective chambers

Allows legislative leaders to delegate their questioning time to other members as they deem appropriate

As a constitutional amendment, must be referred to the first regular legislative session after the next general election and published for 3 months prior to that election
