Expands exemptions from New York's scaffold law (Labor Law Section 240) to include owners of farms and owners of multiple dwellings who contract for but do not direct or control construction work

Currently, only owners of one and two-family dwellings who do not direct or control work are exempt from strict liability for scaffold-related safety requirements

Applies to construction activities including erection, demolition, repairing, altering, painting, cleaning, or pointing of buildings or structures

Also amends Section 241 to extend the same exemptions for requirements related to constructing or demolishing buildings and excavation work

Takes effect immediately upon enactment
