Establishes the New York State School Resource Officer Program allowing public and nonpublic schools to employ retired police officers, state troopers, or deputy sheriffs, or contract with government entities for active-duty officers to provide security on school grounds

Authorizes school resource officers to carry firearms during duties if properly licensed, and assigns them roles including enforcing safety policies, serving as liaisons with law enforcement and mental health agencies, assisting with emergency drills, and providing student mentoring

Creates a grant program starting in the 2025-2026 school year for public school districts (excluding New York City), charter schools, and nonpublic schools to fund school resource officers

Calculates grants as the greater of $50,000 or a formula based on $20,000 multiplied by the number of school buildings or enrollment divided by 250, adjusted by the district's aid ratio

Amends retirement law to allow retired law enforcement officers to earn more than $1,000 annually when employed as school resource officers without affecting their pension status
