Allows public bodies to authorize members of advisory-only committees and subcommittees to attend meetings via videoconferencing from non-public locations

Members participating remotely via videoconference would count toward quorum requirements for those advisory committee meetings

Requires that at least one physical location be made available for the public to attend, listen, and observe the meeting

The physical meeting location must meet all accessibility requirements under section 103 of the Public Officers Law

Takes effect immediately, though the amendments will expire when section 103-a of the Public Officers Law is repealed
