Amends the New York Constitution to allow vacancies in the offices of comptroller and attorney-general to be filled until the next general election occurring at least three months after the vacancy, at which point a replacement would be elected to serve the remainder of the term

Removes the current restriction that comptroller and attorney-general elections can only occur at the same time as gubernatorial elections

Adds a provision for filling vacancies when a comptroller-elect or attorney-general-elect declines to serve or dies before taking office

Updates gendered language in the constitution, replacing "him or her" with "the comptroller" when referring to that office

Requires the amendment to be referred to the next legislative session after a general election and published for 3 months before voter consideration, as required by the constitutional amendment process
