Expands eligibility for gold star license plates beyond mothers to include gold star parents, spouses, widows/widowers of fallen service members, and immediate family members (children, step-children, siblings, step-siblings, and grandparents)

Creates two types of distinctive plates: "gold star parent" and "gold star family" designations

Eliminates both the registration fee and service charge for gold star parent and gold star family member license plates (previously only the service charge was waived)

Allows additional distinctive plates to be issued for every vehicle registered to an eligible gold star parent, their spouse, or gold star family member

Takes effect 90 days after becoming law, with immediate authority for the commissioner to adopt necessary rules and regulations
