Prohibits the sale or provision of kratom (any part of the plant Mitragyna speciosa) to individuals under 21 years of age, with a civil penalty of up to $500 for violations

Requires businesses selling kratom to post a conspicuous sign stating "SALE OF KRATOM TO PERSONS UNDER TWENTY-ONE YEARS OF AGE IS PROHIBITED BY LAW" in red letters at least one-half inch in height on a white card

Mandates age verification through valid government-issued photo ID (driver's license, passport, military ID, or other government/educational institution ID) for kratom purchases, with exemption for customers who reasonably appear to be at least 25 years old

Allows businesses to use transaction scanning devices for age verification, with restrictions limiting collected data to name, date of birth, ID number, and expiration date, and prohibits resale or dissemination of scanned information under penalty of up to $1,000

Directs the Commissioner of Health to conduct a study on kratom's potential health risks, benefits, and effects, with a report due to the Governor and legislative leaders within one year of the act's effective date
