Creates a new "registered dental hygienist, collaborative practice" designation allowing dental hygienists to perform services without direct supervision under a written collaborative practice agreement with a licensed dentist

Requires collaborative practice agreements to be signed by the dentist, hygienist, and authorized setting, reviewed annually, and include protocols for medically compromised patients and recommended intervals for dental examinations

Authorizes unsupervised practice in specific settings including hospitals, schools, federally qualified health centers, long-term care facilities, group homes for people with disabilities, veterans facilities, prisons, drug treatment facilities, domestic violence shelters, and homebound patient locations

Limits each hygienist to one collaborative agreement at a time and each dentist to no more than six collaborative hygienists, with exceptions available for public health settings

Requires dental hygienists seeking collaborative practice designation to have 3 years of experience with minimum 4,500 practice hours and complete an 8-hour continuing education program covering medical emergencies, risk management, jurisprudence, and ethics
