Prohibits individuals or entities from purchasing nursing homes in New York if any of their owned medical facilities have been cited for noncompliance in standard health or life safety inspections

Requires prospective nursing home buyers to disclose all medical facilities owned by themselves, their spouse, or any entity in which they or their spouse holds more than 10% ownership

Imposes a 24-month waiting period before cited owners can purchase new nursing homes, requiring their facilities to demonstrate compliance for 24 consecutive months

Owners who sell or relinquish ownership of a cited facility must wait 24 months and pay a compliance fee equal to the fines imposed at the time of citation before purchasing another nursing home

Directs all fees collected under this law to fund the Department of Health's enforcement of the moratorium provisions
