Requires trucks, tractors, and tractor-trailer combinations with gross vehicle weight rating of 26,000+ pounds and conventional cab configurations to be equipped with side under-ride guards when operating in cities with 1 million+ population on non-controlled-access highways

Mandates all state fleet vehicles exceeding 10,000 pounds gross vehicle weight rating to install side under-ride guards within 24 months of the law's effective date

Defines side under-ride guards as devices fitted to vehicle sides to prevent pedestrians and bicyclists from falling between front and rear axles and to prevent passenger vehicles from sliding underneath

Exempts state fleet vehicles, city fleet vehicles, and city-contracted vehicles from the commercial vehicle requirement; allows exemptions for state fleet vehicles when installation is impractical or would disrupt public safety/health services

Authorizes the commissioner to promulgate rules for guard specifications, inspections, and compliance, with the act taking effect 180 days after becoming law
