Establishes a new reimbursement rate methodology for hospitals federally designated as exempt extended neoplastic disease care hospitals (specialized cancer treatment facilities) as of December 31, 2023

Requires inpatient operating cost rates to be based on 2023 reported costs, adjusted for inflation, and calculated on either a per case or per diem basis as determined by the commissioner

Sets outpatient specialty service rates using 2023 operating costs reported before December 1, 2024, with commissioner-approved adjustments

Mandates that base period operating costs used for rate-setting be updated at least every three years

Requires Medicaid managed care plans to pay these facilities at least the standard Medicaid fee-for-service rates for both inpatient and outpatient services, subject to federal approval

Takes effect April 1, 2025, with the Health Commissioner required to establish implementing regulations and seek federal approvals before that date
