Grants members of the U.S. armed forces reserve components 2.5 additional points on competitive civil service examinations for original appointment or promotion in New York State

Defines "reservist" as current or honorably discharged members of reserve forces who are U.S. citizens or lawful permanent residents and New York State residents at the time of application

Extends existing veteran preference protections to reservists, including provisions for retention upon abolition of positions

Limits the additional credit benefit to one-time use; reservists who receive a permanent appointment using the credit cannot claim it again on future examinations

Requires civil service departments to maintain rosters tracking reservists appointed or promoted using the additional credit system
