Repeals the Driver's License Access and Privacy Act (also known as the "Green Light Law"), which had allowed undocumented immigrants to obtain non-commercial driver's licenses without providing a social security number

Reinstates the requirement that all driver's license and learner's permit applicants must provide their social security number as part of the application process

Removes privacy protections that had shielded certain personal information in license records from public inspection, including photo images, addresses, place of birth, country of origin, and whether licenses met federal identification standards

Eliminates the option for applicants to submit an affidavit stating they have not been issued a social security number in lieu of providing one

Maintains existing requirements for organ donor registry enrollment, commercial driver's license medical certifications, and Selective Service registration compliance
