Requires school districts where 25% or more of resident students attend nonpublic schools to stop providing certain mandated services (transportation, textbooks, health services, special education) directly to those nonpublic school students

Shifts responsibility for providing these services to the nonpublic schools themselves, which must offer the same services available to students in the local public school

Mandates nonpublic schools submit certifications of services provided through a system developed by the Commissioner of Education, either electronically or in another approved format

Grants the Commissioner authority to review and seek correction of any services provided by nonpublic schools

Requires all costs for services provided by nonpublic schools to be approved by the Commissioner and paid by the state
