Authorizes the towns of Webb (Herkimer County) and Inlet (Hamilton County) to establish a joint police department with jurisdiction over both towns, requiring voter approval in each town and majority approval from both county governing bodies

Requires town boards to meet in joint session after voter approval to organize the department and establish rules, including appointing a chief of police, determining funding apportionment, and coordinating employment decisions

Transfers all real and personal property currently held by each town's existing police department to the new joint department, which gains authority to hold property titles

Makes the joint department subject to all existing contractual obligations of both towns' current police departments

Allows either town to discontinue participation through a four-fifths vote of their town board, which would dissolve the joint department and divide its assets between the two towns
