Requires tuition rates for approved private residential and non-residential schools serving students with disabilities to grow by a percentage equal to the general support for public schools appropriation starting in the 2025-2026 school year

Applies to special services and programs for school-age students provided by state-located approved private schools for students with disabilities and special act school districts

Removes outdated language from 1995 that excluded a 2% cost of living adjustment from tuition rates for the 1995-96 school year

Maintains the Director of the Budget's authority to approve reimbursement methodologies for tuition and maintenance in consultation with the Commissioners of Education and Social Services
