Extends the period during which adoptive parents may pay a birth mother's reasonable expenses (housing, maternity clothing, baby clothing, transportation) from 60 days to 180 days prior to birth

Increases the post-birth expense payment period from 30 days to 45 days after birth or 45 days after parental consent to adoption, whichever is later

Courts may authorize expense payments beyond these time limits if exceptional circumstances exist and are documented in writing

Changes gender-specific language from "her pregnancy" to "such birth mother's pregnancy"

Takes effect 30 days after becoming law, with immediate authorization for regulatory changes needed for implementation
