Guarantees continued payments from the New York State Medical Indemnity Fund for qualified plaintiffs already enrolled in the fund for the remainder of their lives, even if expenditures exceed available appropriation authority

Requires the State Comptroller to transfer money from the state treasury into the fund account annually starting April 1, 2025, in amounts sufficient to avoid suspension of new enrollment for the entire fiscal year

Mandates automatic increases to state budget appropriations authorizing fund disbursements to match the amount necessary to prevent suspension of new enrollments

Removes the December 31, 2025 expiration date for provisions related to payments from the Medical Indemnity Fund, making them permanent

Takes effect immediately with retroactive application to April 1, 2025, with the new funding transfer requirements expiring March 31, 2027
