Expands the definition of "intended recipients" to specifically list eligible family members (spouse, domestic partner, parents, stepparents, adoptive parents, children, stepchildren, adopted children) and includes next-of-kin who may request posthumous U.S. citizenship for service members who died from service-related injury or disease

Requires the Office for New Americans to maintain a toll-free, multi-lingual hotline and website to disseminate information about the program and other resources for immigrant military families

Shifts the Office for New Americans' role from directly securing legal assistance to referring intended recipients to existing immigration legal service programs delivered by partnering community organizations and immigration counsel

Adds privacy protections prohibiting the Department, Division of Military and Naval Affairs, and Office for New Americans from retaining, disclosing, or publishing personally identifying information provided by intended recipients

Changes annual reporting requirements to focus on the number of intended recipients referred through the program, with reports due to the commissioner by January 1st and submitted to the governor and legislature by March 1st
