Establishes the "Take A Look" pilot program to address critical healthcare worker shortages, including physicians and dentists, in seven upstate New York economic development regions: central, north country, western, finger lakes, capital region, mohawk, and southern tier

Funds multimedia campaigns to recruit local residents into healthcare careers and attract medical/dental students, residents, and practicing professionals from other regions and states to pursue opportunities in upstate communities

Promotes awareness of existing loan forgiveness and funding programs including the Doctors Across New York program, Primary Care Service Corps, Regents Loan Forgiveness program, and National Health Service Corps

Organizes "Take A Look" tours exposing medical/dental students, residents, physician assistants, nurse practitioners, and other trainees to hospitals, clinics, and communities in upstate New York

Requires annual reports by November 1st detailing tour participation numbers, how many participants began practicing in the target regions, patients served, and community impact, with reports distributed to regional economic development councils and legislative leaders

Program expires and is repealed three years after enactment
