Allows physicians, physician assistants, nurse practitioners, registered nurses, and midwives licensed in other states or territories to provide reproductive health services in New York without first obtaining a New York license

Requires out-of-state providers to apply for a New York license, submit a letter declaring intent to provide reproductive health services, and provide documentation of employment or a contract with a healthcare entity including start date and location

Permits providers to continue practicing under this provision until their New York license application is approved or denied

Mandates that providers must be in good standing in their home jurisdiction, comply with all applicable regulatory requirements, and practice within the scope of their license

Excludes providers from states or territories that the commissioner determines have substandard or nonconforming professional licensing requirements
