Creates a distinctive "No Hate NY" license plate available to any New York resident, with design developed by the DMV Commissioner in cooperation with the Division of Human Rights Commissioner

Charges a $25 annual service fee for the plates in addition to standard registration fees, with all proceeds deposited into a new "No Hate NY fund"

Establishes the No Hate NY fund to support hate crime awareness and prevention programs, with counties able to request funds from license plates issued in their county

Requires the Comptroller to certify fund deposits annually by February 1, and the Division of Human Rights Commissioner to report publicly on how funds were utilized

Unclaimed county funds after five years are redirected to the Office of Victim Services for hate crime victim compensation benefits

Requires either a $6,000 surety bond or at least 200 pre-orders with non-refundable fees before plates can be designed and produced
