Applies specifically to election districts within qualifying counties where 5% or more of the population are native Russian speakers

Updates existing voter registration assistance language to use gender-neutral terms (replacing "he/him" with "the applicant" and "the interpreter's")

Takes effect immediately upon passage and applies to all elections conducted after the effective date
