Establishes procedural protections for proceedings that may impact Second Amendment rights, including requiring clear and convincing evidence as the burden of proof, guaranteeing right to counsel, and prohibiting destruction of confiscated firearms without a court order after all proceedings conclude

Requires written notification to individuals reported to law enforcement databases that could affect firearm rights, including retroactive notification within 90 days to all previously reported individuals, with a $10,000 civil fine for knowingly filing false involuntary commitment reports

Prohibits the use of an individual's medical and clinical records for routine law enforcement reporting purposes related to firearms ownership or possession

Expands the definition of "immediate family" for firearm transfer exemptions to include parents and siblings, in addition to spouses, domestic partners, children, and step-children

Exempts applicants with genuine religious beliefs from providing photographs for firearm licenses if they have already submitted fingerprints, and eliminates ammunition seller registration requirements

Repeals mental health reporting requirements under former section 9.46 of the mental hygiene law and mandates purging of all such previously collected information one year after notification to affected individuals is completed
