Establishes the "Rebuild Our Schools Act" to provide enhanced building aid for high-need school districts addressing capacity shortages

Applies to school districts in counties with populations between 940,000 and 1 million according to the 2010 federal census (specifically targeting Nassau County)

Creates a "high-need secondary supplemental building aid ratio" calculated as the lesser of: 10% multiplied by the applicable building aid ratio, or 0.98 minus the applicable building aid ratio

Covers school building projects approved by voters or city school district boards on or after July 1, 2021, with aid payable starting in the 2025-2026 school year

Eligible projects must address capacity shortages of at least 10% of the district's total calculated capacity or 10% of elementary or secondary school capacity
