Amends the New York State Constitution to require any proposed salary increase for state legislators to be approved by voters at a general election before taking effect

Mandates that ballots must display the current salary of legislators, the proposed increased salary, and explicitly ask voters "Shall the increase in salary be approved?"

Upon voter approval, salary increases would take effect immediately

Updates gender-specific language in the existing constitutional provision (replacing "his or her" and "he or she" with gender-neutral terms like "such member's" and "each member")

As a constitutional amendment, must be passed by two successive legislatures and then approved by voters before becoming effective
