Requires the Department of Corrections commissioner and the Office of Addiction Services and Supports to establish addiction counseling programs at state correctional facilities for incarcerated individuals with substance use disorders

Mandates medical screening to identify incarcerated individuals suffering from substance use disorders, who must then be offered placement in addiction counseling

Participation in the addiction counseling program is voluntary, not mandatory

Each participating individual works with an authorized specialist to develop an individualized treatment plan with an appropriate level of counseling

Extends the program to county jails and correctional facilities by requiring the state to establish equivalent standards and guidelines for local facilities
